Red Hat - becoming more commercial and its "free-ness" is being questioned... but many derivitives
Debian - the tekkys favourite: and one case where corporate users support developers (we'll look more at debian while we're installing it)

European governments, who are generally sitting on the fence on policy level, wondering which is more free-market friendly and will NOT disturb existing government contracts.
EU funding for "innovation" is weighted towards propriatary software development.
